After that restart

What you downloaded should have been an ISO file. This is an exact image of a cdrom (or dvd). Burn this image to disk with your favorite cd-writer software. Boot to this image. Most distros are now imaged as "live" cd-rom's. Meaning, that once burned to cd, you can boot right to the operating system from cdrom without installation to the harddrive. This allows you to try the system out before making a commitment to install permanently. Keep in mind, a live cd runs well but very slow compared to a harddrive install. A live cd will often ask you to log in as a guest or as root. Look carefully at the login screen - the user names and passwords will be listed there.

I am a linux user. Personally (and I know this will tick many off) I consider ubuntu to be at the bottom of the pile. For ease of use, especially for linux newbies, I recommend PclinuxOs.

i have a desktop pc which boots up until the xp splash screen and then restarts. any idea what the problem may be?

If it behaves the same when you try to boot in Safe Mode then XP is corrupted. The best solution is to recover all your files using a Linux Live-CD like http://pclinuxos.com/ and reinstall. Or you could try a Repair install but this way the cause of the corruption will still be there and soon enough it will come back to bite you.

Most likely a very nasty virus.
Download and burn to a disk a Linux Live-Cd like http://pclinuxos.com/  Then go into the BIOS and change the boot order - put the cd first. Now boot from the Linux disk and recover all your files. Next boot from your recovery disk and reinstall Windows. 
And next time use a better antivirus.

Most likely a hardware problem: either the memory is bad or the hard disk is no longer accessible. 
Go into the BIOS and put the cd first in the boot order. Then download and burn to a disk a Linux Live-CD like PCLinuxOS  http://pclinuxos.com/
Boot from it and in the boot options select Memtest - let it run for a while, it will tell you if it's good or not. If it is then let it boot fully and open My Computer - if it's there  and you can open it then it's either just a localized hardware fault (you will still have to replace it tho) or Windows was corrupted.
Use PCLinuxOS to recover all your files and reinstall Windows (this time use a much better antivirus like Avast). If after a short time you have the same problem then the hard disk is dying, replace it.

I just installed LinuxOS Live CD, and I cant get the rewritable disk I have to come up, like it did in Microsoft XP. I used to see the Removable Drive so I could click it and it would show up. I dont know what to click here.

The answer to previous post is... because winbloze sucks.

I have ran many linux distros but If your brand new to linux I would strongly recommend installing PCLinuxOS. I used it to replace XP on my cheap laptop and it rocks! For the very few non-alternative winbloze apps that I still have to run, I run them in an XP virtual machine using virtualbox inside linux. Unless you have some stupidly oddball writer, PCLOS will detect it & set it all up for you. Just download the live cd iso from here, burn it to disk on another machine, boot and install. Life in Linux is sweet!
