Where is water shut off valve for Rheem 40 gal electric water heater?

The water does not have a shutoff valve. The valve should have been separately installed, usually directly above the water heater on the cold water line.

my reliance electric waterheater wont shut off.i replaced both upper and lower themostats. it runs till it trips the reset switch.sounds like the upper element still running after lower shuts off

Test elements for short to ground.
Element that is shorted in center might not trip breaker.
Because thermostat only turns off one leg of 240V circuit, the element will continue heating using 120v to ground:

restricted air inlet

Clear the area around the bottom of waterheater so as to allow air flow around mesh area built into base of water heater and or open unvented door passages involving waterheater. This mostly a safty issue which seldom occurs if not remedy quickly.
