Dell Laptops (Has power no display issues) 1. Immediately run PSA. (Make sure laptop is connected to AC Adapter. Leave laptop off. Press and hold on the Fn key then press power button once). 2. Just wait for about 3 to 5 minutes then you might will hear beeping sounds (no display with beeping sounds) this means that laptop is working fine but no display. This might cause by either the video card or LCD. 3. After hearing beeps turn off laptop. (Press and hold on the power button for about 3 seconds) 4. Leave laptop off. Press and hold on the D key then press power button once. If full screen colors appears this means LCD is working fine and the problem is the video card. If no display from the LCD no colors were displayed try the test again just to make sure. If still the same no full screen colors then the problem is the LCD.

See if you can run the Pre-boot System Assessment(PSA) diagnostics. To run the PSA+ Diagnostics on this system, perform one ofthe following actions: b> 1) Hold downthe key while pressing the power button. b> 2) Turn onthe system, press at the initial Dellâ„¢ logo screen, and select "Diagnostics" from the bootmenu. b> 3) Disconnectthe AC power and remove the battery. While holding down the power button, insert the AC connector into the back of the system. The system then starts andthe message "Diagnostic bootselected" displays. The system then launches the PSA+Diagnostics.
If diagnostics pass then you have a software issue.

I would like you to try few steps here please..
first :-
Remove the battery from your laptop, disconnect the AC adapter from your laptop and make sure no external device is connected to your laptop.
Now after disconnecting everything from your laptop press the power button for 20 to 30 seconds.
Completing this reconnect your battery and AC adapter and try to turn on your laptop.

After that.. lets run a test called PSA test ..
If not turn off ur laptop and press the FN key and Power button in ur laptop at the same instance...it will take through some step first it will test ur LCD if it says no error and allow the test to run completely. If this test is passed i want u to restart ur comp and get in to advanced boot options and enter safe mode .To do this tap F12 when u restart ur comp and see the dell logo...a black window will open.If u are successful in entering the safemode then the problem is with ur video driver i want u to go to device manager and uninstall display adapter driver and reinstall it.

Try these steps then please let me know if this resloves the issue .

I have a dell Inspirion 9400 and it won't start. When I press the power button, all that happens is the power light and the dvd player light comes on and about 3 seconds it turns off. Does it with and without the battery and/or power adapter. doesn't sound like anything is running.

It shows no power on your laptop but it shows you the dvd player led comes on then off. I would suggest try the following:
1. Remove laptop battery, optical drive, hard drive and ram. Remove external peripherals as well. 2. Make sure AC Adapter is not yet connected to the laptop. Press and hold on the laptop's power button for 10 seconds to drain the power flea. 3. Connect the AC Adapter to a known good power outlet, check AC Adapter power LED if it is on. Try to sense if AC Adapter is not making a bit of noise when it is plugin to the wall power outlet. 4. Connect now the AC Adapter to the laptop. Check if AC Adapter LED stays on when it is connected to the laptop. If the LED stays on means the AC Adapter is fine. If the AC Adapter LED turned off check the AC Adapter pin that goes to the laptop AC socket if it is loose. 5. If AC Adapter stays on after connecting to the laptop try to power on laptop. If no power LED comes on then this is motherboard problem. 6. Before replacing the motherboard there is one checking needs to do. If you can open your laptop bottom part then good, do this when laptop is not connected to any power source. Try to reseat the laptop CMOS battery then try to power on laptop after, if still fails then replace motherboard. I hope this helps.

There isn't only one answer to your question, because there are many problems that can cause it.
So I will list some of the issues I know that cause it and hope it will help you.
1 - Heat problem ( the fan system isn't working fine - need to be replace)
2 - Some connection problem (like memories, HD's - try to reconnect them)
3 - OS problem (try to reinstall the Windows, Linux, etc)

I hope it can help you and if you have more details about the problem I guess I can help you more.
