This page addresses what to do if you get different blinking lights on the printer. Match up the blinking light on this page with the light on your computer. Then click the plus sign to expand the page and view the solutions. The solutions for blinking cartridge light are not easily pasted here and I can't bookmark to that solution.

One thing to keep in mind with ink cartridge problems is that the cartridge has a warranty as well. You might consider checking back with HP using the warranty on your cartridge.

HP Deskjet 9800 Printer does not recognizes the cartridge and red light blinks even when the HP 97 (right cartridge) is installed. I have cleaned the contact area with Swab/alcohol but still it does not recognize the cartridge. I have removed the cartridge and re-installed it(genuine cartridge) many times but still does not work.

Take out the cartridge and examine the wire ribbon in the cartridge assembly. Many HP DeskJet 9800 users reported the ribbons getting damaged/punctured while installing or removing ink cartridges.
If that's the case your solution is to order part #C8165-67061 (google it) and install the entire assembly yourself. Be prepared that these items are delicate and some common sense is required.
You can also take the printer in for service to your local "big-box-electronic" store. This might not be cost effective so make sure you do your homework.
