End result of a stain removal and overall condition of a carpet/rug strongly depends on the method used for cleaning. There are two main carpet cleaning methods - hot water extraction(steam cleaning in its base) and dry cleaning. Each one of them has its pros and cons. HWE is more efficient because of the cleaning power of the water, dry cleaning is more gentle and could be used for delicate fibres.
If you've decided to deep cleaning your carpeting pieces, before you start make a quick check which method is most appropriate for the particular situation. This could same you from a lot of troubles.

I have used Oxy Clean successfully in the past on red wine, ketchup, mustard, and blood. Before using it, test a little on an area that is hidden, to make sure it does not discolor your rug, especially if it is in a central obvious location. If it diesolors a little, dilute it more and try again before using it in the spot area. Pour hot water over it in a bucket and go from there, using a cloth on sensitive, older rugs or a brush on newer, tougher ones. Also, make sure it does not cause colors to run! I have used it on rag rugs, carpet, oriental rugs and lots of clothing. There are decent instructions on the containers. Good luck.

It depends on what the spots. They may actually be stains. Spots will come out if you use the correct cleaning process and cleaners but stains are permanent unless bleached or dyed. If you are not sure it may be less expensive to call a professional carpet cleaner that knows what they are doing (not all of them do)

Yes you can. But carpet cleaning professionals can do it better. Make sure to hire IICRC certified cleaning technicians.
