When you want to transfer ringtones from old iPhone to new iPhone, you will come up with the sync problem when using iTunes. iTunes provides a "Transfer Purchases" function for the you to transfer purchased items back to iTunes library, but the customized ringtones cannot be transferred back. If you are not sure about how to use the "Transfer Purchases" function of iTunes, check out the following tutorial.

1. Start iTunes, and go to "Edit > Preference > Devices". Check "Prevent iPods, iPhones and iPads from syncing automatically".
connect iphone to itunes.
2. Connect your old iPhone to PC via USB cable, then double click on the iTunes icon to launch the iTunes app on your computer if it did not start automatically when your iPhone is connected to computer.
3. Click "File > Device > Transfer Purchases" at the upper corner. Then click "Apply" at the right bottom. iTunes will automatically sync the transferred items to iTunes library, and the purchased ringtones will be transferred back as well.
4. Then disconnect the old iPhone from computer. Connect your new iPhone to iTunes following the step 2. Click on your iPhone, click the "Tones" to open the ringtones tab. Check the box for "Sync Tones" and then check the boxes for the ringtones you want to sync. There are 2 options avaliable, check "All tones" to choose all the ringtone files to sync, or check "Selected tones" to select the specified ringtones that you want to transfer. Finally click "Sync" button in the bottom right corner of iTunes, it will start transferring ringtones from iPhone to iPhone via iTunes. The synced ringtone files will appear on your iPhone as a ringtone automatically.

If you want transfer customized ringtones between 2 iPhones, you may need a 3rd party tool on your computer. Feel free to read the following tutorial for details.

downloaded ringtones are not syncing with my iPhone 4S. I've tried deleting all ringtones from iTunes and starting all over but deleting is not an option.

see the instructions in the link below:
Note: the iPhone ringtone must have an .m4r extension in order to be recognized, and it must be under 30 seconds long in order to work properly. This is what differentiates the iPhone ringtones from those on the Android, which can use a .m4a or .mp3 file without an additional conversion. Remember that an .m4r file is the same thing as an .m4a audio file, except the file extension has been changed to represent the ringtone.

Ringtone Designer for iPhone - I successfully made 1 custom ringtone, however I proceed to make 2 more and they do not show on my iPhone. They show on iTunes and are in the ringtones folder but do not show on my iPhone. What to do?

Open iTunes and click on the 'ringtones'tab.
Make sure the Download all selection is chosen, or check the box next to all the ringtones.
Click sync, and the ringtones should sync to your phone.

Iphone ringtone wont play

I had the same problem. I hooked my phone back up to iTunes and synced my phone. Ringtone disappeared from phone, but remained in my computer's iTunes. Then I added it back to my phone through iTunes by syncing ringtones specifically. Here is step by step:
1. Plug in iPhone 2. Sync Phone 3. Click on iPhone, open Ringtones tab 4. Check "Sync ringtones" box and Select your Ringtone 5. Click Sync
This worked for my phone. Hope it helps. I used my phone to download ringtone.

For Mac users, this is surprisingly simple using Garage Band (part of the iLife product line).
Simply take your source audio material (no more than 30 seconds in length), and plunk it into a new project in Garage Band.
Then, go to "Share" > "Send Ringtone to iTunes"
When this is complete, simply connect your iPhone, go into iTunes and from the "Ringtones" tab under your device enable the new ringtone.
Do a sync.
Finally, go into iPhone settings and choose your new ringtone from the sounds menu.
