My phantom remains on the water's surface and will not dive to the bottom of the pool. What do i need to do to have the phantom clean the bottom of the pool?

There is a switch on these pool cleaners that has options "top, bottom, and automatic". If you have the cleaner set to automatic and it is staying on the surface, try changing the switch from the automatic setting and put it on "bottom" until you get the bottom clean.

Just wondering if my baracuda cleaner can be run with the pool cover on. In ground pool with steps.

Much better if you have the hoses that sink, not float. The action of the hoses rubbing on the cover will affect where the cleaner goes. I would suggest not cleaning while pool is covered.
