The Legality of carrying a police baton

In most countries it is legal for law enforcement and military officials to carry. For a civilian to carry a police baton varies from country to country.

Within the United states the laws regarding carrying and pocessing a police baton change from state to state. In some states like Vermont and Arizona one is able to legally carry a baton if you don't have criminal intent or unlawful behaviour. On the other end of the spectrum states like California prohibit the carrying of any club like weapons by a civilian.

In the UK the prevention of crime act of 1953 prohibited the carrying of batons in a public space because they are objects that are adapted for causing harm to another person. The UK also has laws about the manufacturing, selling and importing batons.

Probably one of the most leanient countries in regards to carrying police batons is Canada. They have no laws against carrying a baton in a public area so long as it is not spring loaded or being carried consealed. While in Sweden one is permitted to own a baton so long as they don't carry it in a public space if they are a private citizen.

Can civilians salute the American flag?


there is no "law" against civilians rendering a hand salute. some already do,i.e. Boy and Girl Scouts, Police, Firefighters.
The typical or recommended salutes are guidance written into the flag code which describes flag etiquette. just as there is no law that says the flag shall never touch the ground, it is etiquette and respect that guides us.

how to make an official police complaint?


It will depend on which country you live, but in most western countries, if you goto a police station, the officer you address, should help you with writing down the complaint. When you are afraid they won't help, you should ask if and where you can get legal help, also on the police station. Perhaps you even could go to a law firm and ask there where you can get free of cost help for a police complaint.

Wikipedia says: A truncheon or baton (also called a cosh, billystick, billy club, nightstick, sap, blackjack, stick) is essentially a club of less than arm's length made of wood, plastic, or metal. They are carried for forced compliance and self-defense purposes by law-enforcement officers, correctional staff, security-industry employees and (less often) military personnel. Other uses for truncheons and batons include crowd control or the dispersal of belligerent or non-compliant targets.
