I have a Laing circulating

The sound may be air in the line or sediment build-up or the motor is slowing down.
Take apart the line and inspect the water line and nearby valves and nipples and elbows, clean pump & water lines with CLR remover.
Add air vent valve to the water line.
Check if the sound is directly at the pump or further down the line, say at elbow where sediment clog has gathered.

If this model pump is connected to wall under sink, then add foam insulation spacer between pump and wall.
Shooting from the hip, if this model is connected directly to galvanized or copper pipes at water heater, then check at plumbing supply if they have ideas for connecting pump to a sound-deadening union that can be inserted along a section of pipe.

It ran for about a year and them stopped working,

If you have some manuals skills you can open the motor case and check for the wires that are winded it the motor.Usually the first thing to check is the solenoid that power the motor and in most models is located outside.Check if is burn or test it using a jumper cable directly from the outlet.

If you need more help come back.

Should the utiletech 24 hour manual timer make a humming noise while on?

No, the timer should not make any noise. The noise should be a result of loose connections which cause arcing, which can make a humming or buzzing sound. If you find that you still notice the sound, even when the main breaker is off then the problem is not electrical in nature.

Aube TH132 A Thermostat. I can no longer see the temperature setting, it flickers very vaguely for a short time.

Try a Power Reset. Disconnect all mains power to it for 15 minutes, press and hold any button for 1 minute. Reconnect the power. If that doesn't fix it, the thermostat has failed and you need a new one. Most have backup batteries that can cause the issue you are seeing, but the manual doesn't mention anything about batteries in the base unit.
