When you press the load button it applies the load to the battery to wipe the surface charge (if any). What you are looking at is the recovery voltage should be just over or just under 12 volts if the battery is any good (look at the colored scale it will tell you if the battery is OK, and needs charging bottom end of green & start of yellow is OK, if its in red its dead, or close enough to be treated that way. Tensioner pulley is located on passenger side head, just behind the fan shroud. There is a pivoting catch that will hold the tensioner in the "loose" position so the belt can be removed or installed. Stand on ladder or on the passenger side tire and pull up on the belt, Reach down and press the keeper in while holding tension on the belt. Release tension down on to the keeper. When belt is reinstalled, pull up on the belt to release tension from the keeper and release. The keeper will pop back into normal position and the tensioner will tighten against the belt.

You didn't provide the make and model, but it sounds like your voltage regulator has died.

That would be a Magneti Marelli AA125E-14v-55A, Fiat part no. 66307400. But they're as rare as **** ****(although...) Some were fitted with a 65A version (only really needed on aircon models) and there's also a more widely available Bosch equivalent which you can get as a reconditioned item no. 13152 from here. Make sure your alternator warning light comes on when key is turned but engine is NOT started. The current through the lamp pre-charges the field of the alternator. Broken wiring or burned out lamp can cause your problem.

Without knowing more about your problem it's hard to say what the problem is. However the fact that the radio went off and the battery light is coming on would indicate an electrical failure.

Have you checked the alternator? Also, your alternator may be fine, but the leads that connect it to the battery can become corroded and cause a poor connection. I experienced this exact issue on a 2002 Chevy Grand Vitara, the lead connections on the back of the alternator just had to be cleaned.
