When shredders only work in reverse, it typically means that they are really jammed up. First thing to do is to UNPLUG the shredder. Then, take a look at the underside of the teeth. You will most likely see a bunch of paper sticking out, if so, try to remove it. I would advise against using your fingers, though.
As a last resort, get someone who is mechanically inclined to take the head unit apart to remove the jammed pieces. Unfortunately, once this happens, it often spells an early demise for the shredder. I have gone through three of these things for the very same reason.
