Login to your Paypal account.
First add your bank account to your Paypal account. Select Profile---->Bank Accounts. Click ADD. Now add you bank account details and it will take at least 48 hours to confirm the account aafter that you can proceed to adding money to your account.
After the account is verified you can add money to your Paypal account from your bank account through ADD FUNDS link at the top of your pay pal home page when you login.

To know whether your PayPal account is active, kindly login to your PayPal account by entering the email address associated with your PayPal account and the password in the login box.

If you have forgotten the email address or password, you can reset it by clicking the "Forgotten your email address or password" link below the login box (see attached image)





If you are still unable to login to your account, please contact PayPal customer support by clicking the 'Contact Us' link at the bottom of your PayPal page.

On the new page which opens, you will find two options for contact: Email and Phone (see attached image).





If you wish to contact by phone, click the 'Call Us' link. (You will have to generate the Secure Web PIN. For your account security, the customer support executive will ask for the account information and the Secure Web PIN)

IT appears that Pay Pal cant Help you with a complete solution to ones problem .only problems ,like user and e mail and no security question ,my problem is just that and now I am formerly stuck between two opend accounts and cant log into either and no joy of how to fix this mess

There may have been an account verification problem due to your change of e-mail address or a verification request may have gone to the old e-mail address and not have been seen or responded to by you.

PayPal are usually constructive and effective in resolving problems. I suggest you go to PayPal Support and report the incident. Start here and then click "Go to Resolution Center" and then log into your PayPal Account:
