I believe that is a safety for if your on an incline you do not just free wheel uncontrollably. But that is not a 100% answer

to push start a motor bike you have to use a higher gear like third gear but if you are only pushing it from one place to another then it is better in neutral or out of gear

You will have to do a complete system check and know how to use a multimeter. I recommend contacting a Certified Technician but if you wouls like to try; Start at the batteries. Check each battery voltage. If the battery reads lower than 12.4 V, charge batteries overnight prior to continuing. After charging the batteries should read at least 12.6-13.0 V. If not, take batteries to a supplier for a load test, chances are the batteries need changed. Assuming they do not, at each connection, check the voltage from the batteries to the control module/front to rear harness/ control panel. If you have proper voltage at all points, then check your resistance from solenoid brake/motor. You should be able to find the problem.
