Try going to device manager by clicking on start at bottom left (assuming you're not in win8) Then right click on "My Computer" then click on "properties" then click on "Device Manager". under "Mice and other pointing devices" is there an icon with a yellow triangle and an exclamtion mark? if so right click and choose "update driver software"

If there is no problem with the battery(does it hold a full charge?) or power cabling (unnatural bunching inside the plastic sheath, frayed wires etc), then the power adapter is not providing enough current to run and charge your laptop battery at the same time.
