Had a power outage now
sounds like you may have also had a power spike and possibly fried the tv. have you tried unplugging the tv for about 30 mins and plugging it back in? some tv's have built in surge protectors that need to be re-set

When one capacitor goes bad the others aren't far behind, and they might not yet show external signs that they have also failed. This is why it strongly recommended to replace them all.
The screen goes blue when there is no input coming in the image processor. Since the menu is also missing it means that the defect is related to the control processor on the mainboard. Check the other voltages on the power source - especially the 5 volt one - and then verify the mainboard for defective parts - the small capacitors that filter the power going to the processor.
