Two exact solutions to this problem. I'm a electrical engineer and have figured Magellan GPS chargers out(sneaky you know what's..)
OK.
1) Mini USB ports wear out. They do have spring loaded gold connections, but over time, dirt gets in there and causes a loss of connectivity, so take care of them and try and clean them if they need it.
2.) Magellan GPS auto chargers are not standard chargers. They use what's called a USB 2.0 Mini-B "TYPE-A" plug. The "type-A" is important. There are 5 little pins inside that mini connector. 1:Power, 2:Data -, 3:Data +, 4:Ground, and 5:Ground. That #4 ground is important(that's what makes their charge cable unique). A regular Mini-B USB cable (like the one you connect to your computer) does not have pin-4 (ground) connected. It's left floating in plastic. So you can spend your hard earned money (like I did) and buy a bunch of USB cables trying to find one to work, but it has to be USB 2.0 mini-B TYPE-A..don't forget. Also, the Magellan charger pushes 5.2 V at a short circuit current of 1.9 Amps. That's a lot of power. Standard chargers push about 500mA to 900mA of current. The higher the current, the faster the charge. But the main trick that Magellan uses is the damn TYPE-A cables. If you don't use type A. You'll get that message "you have connected to a USB..yada..yada...yada.." , bunch of milkylickers over there at Magellan.

Slip
the edge of a plastic putty knife under the edge of the radio face and
lift the plastic housing off. Most aftermarket GPS systems incorporate
a radio or CD player to replace the old stereo.

Loosen
the bolts on the left and right side of the stereo and pull it gently
out of the dashboard. Unplug the connections at the back of the stereo
and unscrew the mounting bracket on each side.

Connect
the mounting bracket from the stereo to the sides of the GPS system. If
you've purchased the correct GPS unit for the make and model of your
vehicle, the bracket will attach with just a screwdriver.

Plug
the wires into the back of the GPS system and slide the unit back into
the dashboard. The ports on the back of the unit will be color-coded to
correspond with the proper wire plugs, so there is no confusion when
connecting the unit.

Secure
the GPS unit by inserting the bolts back into the bracket and
tightening them with the wrench. Replace the plastic cover over the
face of the unit and press it down until the plastic holders click into
place. Turn the vehicle on and follow the instructions on the screen to
program your new GPS system.

If it won't connect then about all you can try is a hard reset. That will force it to reload all of the applications and reset it back to factory default condition. You would loose any waypoints and routes etc that you haven't saved but it should work just fine after that.

You will need to reset your device, Locate the button marked "Reset" on the left, right or bottom of the unit.
Using a thin object, such as a paper clip, depress the button for two to three seconds. The unit should reset.
If the unit does not reset, immediately press the button again and hold it for up to 10 seconds.

Won't turn on at all,
make sure the charger is working,use a test meter and if it has power then leave it plugged in for 24 hrs to overcome the internal resistance of the battery ,if that doesnt work then as they can be bought for 97euros in our local big electrical retailers just bin it and buy a new one ,you could try taking it apart and looking at the switch and by passing it if its not working but in all honesty these things are made in china for a price and its just not worth the effort
