Your A/V cable could be really screwed up, or is getting some sort of interference from other cables near by. Try an older or different TV. Also maybe wiggle the A/V connection on the back of the saturn to see if it is a lose port.
Difficulty in setting up sega saturn
Uh... what kind of tv cord are you using? Does it hook up to the cable or is it just the Comp. Video? (Red, white, and yellow plugs) If it hooks up to the cable than the RF unit(a.k.a.-the tv cable) is probably shot; buy a new cable (you can find them on ebay). If it's the other one, it still may be broken, but it's less likely. Just try replacing the TV cable and if that doesn't work, just buy a new system.
Picture is black and white?
I would try replacing the cables. If the cable is damaged it could cause the colors to disappear.
The other possilibity is that the GPU (Graphics Processing Unit) is old and/or damaged.
If you happen to have a friend who can do some basic soldering, you can un-solder a working GPU and resolder it into your console.
Hope this helps.
I have a sega genesis hd and my screen is black my hd tv screen how do i get a picture
Depending on how you are looking it up, you would need to be on channel 3 or 4 on cable or antanna if it's hooked up on the RF. If you are using the yellow and white and you don't have a yellow port put it in the green port. But the best why to get it hooked up is by HDretrovision cables, it will give you the best picture. But the cables are not cheap.

How did you get it? also you could call up a gameworks the people who work on them have to deal with that all the time.
