Have you checked that there is nothing behind the roller or in the outlet 'neck'/pipe which is still blocking the roller-head.?
Have you checked that the machine is actually sucking properly at the forward nozzle.?
Have you checked that the locking end caps on the brush roller have been twisted back into their 'locked' positions.?

Make sure there is nothing lodged in the roller and check the belt that turns the roller and make sure it is not loose or broken. Also make sure the motor turns when the vacuum is running.

It's possible the sound your hearing is the suction release valve opening up to release the suction if there is a clog or restriction somewhere. If that's not it inspect the changeover valve closely as you pull the handle back into vacuuming mode and back upright. If there is a bad spot on the hose it can prevent it can prevent the changeover valve from seating properly.

You can't, it and the washable filter still need replaced every few years or so depending on amount of use and type of soils vacuumed up. Remove the foam from the washable filter frame and hold the frame up to the light, if you can't see through it, it needs replaced. There are two belts in the clutch under the clutch cover. Both need replaced every few years as do all stretch belts. It's difficult on your model without the belt change tool. The bottom plate must be removed, then pull the brush roll out from the belt going around it. If you are pulling the brush roll out be sure to pull the shaft from the center and clean it if you are not replacing the brush roll. You most likely need new belts too as they become stretched out. You can replace the clutch if you don't want to disassemble it to replace the belts. The belt change tool (type or paste the number 292482058093 into ebay search browser to see) makes the job easier. I also have the tool, belts, the brush roll and clutch available separately.

The belts on the DC28 model are sold as part of the cleanerhead assembly. The entire assembly should be replaced.
