Bissell Healthy Home Won't turn on
I found the solution for my vaccum!!
The top handle connects to the lower half of the handle with one phiilips head screw. The screw is halfway between the cord holder on the back. The screw had come loose and the handle has slid back away making it not make contact to send the power down to the motor.

Beater bar is not coming on- belt is on, canister
Remove the beater bar and clean the debris from the bar and the end bearings. Remove the belt (remember how it is installed) and check it for any damaged areas. Make sure the bar turns freely before the belt is attached to the motor drive. Hope this helps!
The Brush Motor on my Bissell Healthyhome Vacuum wont start
I had this same problem. There is a screw that holds the top handle and the lower handle "together". If this screw is not TOTALLY tightly screwed in, this will cause the contacts in the switch to BREAK contact, and therefore one or BOTH motors may not start, or cut in and out. This was the fix for me.

Does the screeching come from the motor area or the brush/belt area?
If it's from the motor. Turn it off. It needs repair.
If it's from the brush/belt area, most likely your belt is either slipping or rubbing on something.
Do you have an owner's manual?
If you do, and the noise come from the belts, take the belt(s) off and check them for wear, stretching, anything imbedded in them. Be sure to clean all debris out of the area. and reassemble. If still noisy, the belt may be slipping and needs to be replaced.

That type of vac is notorious for stopping up where the 90 degree turn is. You may need to access it from the vac head by removing the beater bar or take it apart where ever you can access the turns and hoses.
Our beater brush makes a
clearly something is jammed in up under the beater brush... if not there, then follow the belt which drives it.. something is caught up for sure.
