Steam release valve is not
I posted the same question, as I was very nervous about the loose fitting steam release valve. I thought for sure it was defective. I have never used a pressure cooker before and I think most people are nervous the first time. I finally called customer service and was told this is how it is supposed to be. It's supposed to be loose, and the lid won't fit tightly. Everything works out fine when you start the cooker. The valve tightens up and the lid fits securely. Keep in mind also that it takes quite some time for the cook cycle to begin. When it took so long to start the actual cooking, I thought yes, I was right, this one is defective. But I cooked a perfect turkey breast and am continuing on to make turkey soup. I hope I have helped, as there doesn't seem to be anybody who wants to share their knowledge with us newbies!

Steam is coming out from
Yes, otherwise the cooker would blow up from the pressure. This was a common problem with pressure cookers used on a stove from many years ago. Hope this helps!

Steam coming out of floating valve on handle.
No. if the steam is coming out, the vent valve is not seated on the vent and pressure won't build up. Either remove the plastic cover from the vent valve or slide it up enough so that the valve seals on the vent. If you remove the plastic cap, you will need to manually tilt the valve to "quick-vent" the cooker. Watch out for steam burns! Should work fine after that. You need to unplug the cooker and re-plug it to reset the "E4" error message.
Presure weight plastic is off
You can remove the plastic cover from the vent valve and it will work fine. If you remove the plastic cap, you will need to manually tilt the valve with a utensil to "quick-vent" the cooker. Watch out for steam burns! Should work fine after that. You need to unplug the cooker and re-plug it to reset the "E4" error message.

I believe the power cord is just like the power cord to a desktop computer. You can buy one at Best Buy
