Several possibilities. Here are steps to take. First, shake the toner cartridge of this laser printer. Distribution of the toner could be the problem. Secondly, the problem might be a dirty Corona wire. That charges the toner so it sticks to the paper. Clean it by turning off the printer and unplugging it. Open the front cover and take out the toner cartridge. Locate the green tab at the top of the drum. Slide it back and forth several times. Return the tab to its original position. Reinstall the toner cartridge and close the cover. Plug it back in and test it out. Lastly, the problem might be the drum unit. Sadly, the fix for that is to replace the drum unit.
