Blue screen. when i access menu it flashes on and straight off
These blinks [flashes] are fault indication (Error Codes). From the number of blinks occur at one time switch ON, you can get an idea about the faulty circuit section inside it. This will make repair easy. These are called blinking codes. Make sure about the exact number of blinking of the standby/power LED, by switching On & OFF the set, for at least two times. Count it carefully. If you wish to get some details, check the site linked here. It has details about blinking codes, and fault locating procedure, to many popular brand TVs and other devices.

What's your problem? won't turn on..... yellow/orange light continually flashes three times...
Toshiba Regza 37in - 37HL17
TV will not turn on - Yellow power ind. Light blinks three times...
Fixed with a firmware update (hard to believe, but true). Search Google for a file named: 2007SEN069.zip (don't worry if the page you find it on doesn't mention the 37HL17 - it worked fine). Unzip the file, and copy the 3 folders and 3 files to the root of a small SD card. The SD card MUST be 2GB or less in size (I used a 1GB card), and it MUST be formatted with FAT-16 (not FAT-32). Mine was pre-formatted as FAT (FAT-16). The SD port is on the back of the TV behind a cover plate near the power cable. You do NOT need to remove the back cover of the TV, just the small cover plate (1 screw). UNPLUG the TV; remove the cover plate; insert the SD card (prepped as explained above); Plug in the TV; Watch the yellow lights blink, then turn blue, then go dark; UNPLUG the TV; remove the SD Card and replace the cover; Plug in the TV; Yellow lights will blink a few times (this is normal); when blinking stops, turn on the TV and you should be good to go. :-)

How do you connect the antenna and get channels to work?
First make sure that your Input is TV. Use the Input button on the remote (to the right of 0) or on the side of the TV (lowest button). To watch OTA channels, after connecting the appropriate antenna for your location with a coaxial cable to your Antenna In port, press Menu then use the arrows to select the Setup submenu. Press Enter to access the submenu and select Installation. Then select Terrestrial and then Input Configuration. Here select Antenna as your input. Press Enter to save. Then scan for channels by returning to the Terrestrial sub menu and select Channel Program to scan all available channels. Since digital signals are either sufficient for your tuner to interpret or give No Signal, you need to select your antenna and point it with care. Go to
anntennaweb.org or
tvfool.com to get information on the stations that you should be able to get in your location. Antennaweb assumes an outdoor antenna but still gives a conservative list of available stations. TVfool gives stations depending on the color code of the antenna (indoor, outdoor, amplified) and their directions. If you are sharing the antenna signal with multiple TVs, you may need an amplified splitter. (If you do have an amplifier, you may want to test removing it from the line and directly connecting the 37HL17 to the antenna. When amplifiers get damaged they can turn into signal filters which block the signal completely.) If you have the correct antenna, check if another TV receives the stations. If so, you may have a bad tuner on the TV. (Some TVs have better tuners than others and pick up the stations even with lower signal strength.) I hope this helps. Cindy Wells (I use an outdoor antenna and antennaweb indicates that I should only get the stations from 10 miles away. I actually get those from 30 miles away as well. When I set up a neighbor's TVs with indoor antennas, one only gets the stations 10 miles away and the other gets the stations that are 30 miles away. The two antennas couldn't be rotated to the same direction.)

Removing the Pedestal Stand
1) Carefully lay the front of the unit face down on a flat,
cushioned surface such as a quilt or blanket. Leave the stand
protruding over the edge of the surface.
Note: Extreme care should always be used when removing
the pedestal stand to avoid damage to the LCD panel.
2) Remove the jack pack cover on the back of the TV to expose
the pedestal stand screws. The jack pack cover can be removed
without tools.
3) Remove the five screws shown in the diagram below. This will
allow removal of the pedestal stand.
4) Once you have removed all five screws holding the pedestal
stand in place, remove the pedestal stand from the TV by
sliding the pedestal stand away from the TV.
