It could be several things.

Plug in an external monitor to tell if it's your screen or your video card. If you can get display on a monitor you will need a screen replacement.

Another thing to try is to drain the capacitors. To do this, unplug the laptop and remove the battery. While the battery is removed, hold down the power button for 30 seconds. Put the battery back in and try to turn on the laptop.

It could be your RAM. Try replacing your stick of RAM with a compatible known working stick

the problem that microsoft didn't mention is that upgrades to win 10 on win 7 causes conflicts and problems
The correct method is to install win 10 as a full OS and there will be no problems
you can download win 7 from the microsoft (genuine ) site and if there is a problem with authentication call microsoft help line
Before you do anything save everything possible to an external hard drive
Talk with an IT expert would be a good idea before doing anything as there may be a way of removing the win 10 upgrade

Download a copy of your OS from Microsoft and burn it as an ISO. Boot from it and enter your COA.

The program that worked for you before does not work with Win 10. Isn't that just wonderful?
If your former OS was working, why did you upgrade to 10? Upgrading to new programs very often creates a myriad of hassles and u should always wait till the bugs are out before you do the deed.

You did not and now are paying for it. Get a new program that works with Win 10. Period.

Look at the speaker icon, on the taskbar, down by the clock.If it has a red circle with a red diagonal next to it, the mic is muted. To clear this: left click on the icon to open volume control and left click the icon. At the same time check that the volume is not turned down. Increase the volume by moving the slider up with your cursor.
Right click on the speaker icon and select "recording devices" Check that the correct microphone is set as default and the sound rises up and down on the graph as you talk. Now move to Skype
Make sure you have the latest version
Sign in > Help > Check Updates
All OK
Click > Tools > Options > Audio settings
Make sure the correct mic is displayed as default - all available options can be seen by using the drop-box arrow at the end of 'Microphone'
Test the volume by speaking and the green tracer should be mimicking the volume
I have the box checked for automatic adjustment
Click > Save and exit

A very easy,but possable expensive,problem to cure. The power switch terminals have been rusted/worn down. either replacing or easily lubricating will solve this. Go to a hardware store and buy a small tube of graphite. Carefully put the tip into the opening in case surrounding it. lightly squeeze and press the switch repeatedly. Or just until it responds.After 5-10 times, replacement is necessary. Power is another possable cause.

Is the restore partition still there or are you using an OS disc? If you have a new OS that is it, there is nothing else to tell you it is complete.

Basics;
To run Toshiba Recovery:

Choose the Repair Menu in the Windows boot menu (Press and hold F8 at the Toshiba SplashScreen.

Or

Hold the Zero key during Power Up.

If that doesn't work, you may need to order a Recovery Disc from Toshiba.

To make some things clear: Did you reinstall Windows 7 from Toshiba recovery disk or Microsoft Windows disk?
You can use the HDDrecovery feature to restore your notebook to factory settings.

If you have used the Microsoft disk you need Toshiba recovery disk. HDDrecovery is a Toshiba feature and can only be used with preinstalled OS. Therefore it's not enough that you have already saved the HDDrecovery folder, it will not work!
