This is not a "walkie talkie", it is an amateur radio HT requiring a ham radio license to transmit.
Tried tuning it to 65 - 108MHz?

Did you get a box to add a PIN Number? That is odd, most things these days don't bother.

Regrettably you don't mention what you are pairing and to what! Generally, you need to Google 'make model manual' on the Bluetooth device.

You posted to this category, also no clues.

Pairing Bluetooth Devices
Posters often ask "How do I pair my Bluetooth ???" Insert whatever device you have at the question marks.

Generally, you need to read the instructions for the camera, headset, speakers or whatever the Bluetooth device is.

Roughly speaking though.

Settings - Bluetooth - Search, on the Android, iPhone, Windows phone whatever.

With camera, speaker, headphones or whatever the Bluetooth device is, you have to press a button on that device to send out the signal. On my Bowers and Wilkins T6 Speakers, there is a button on the top with the Bluetooth symbol on it. This is the part people usually don't do and ask for advice, thinking it will do this automatically.

When the Android device recognises it, click Pair, and if it asks for a code, the Default is '0000', (four zeros, no quotes).

How is the transmitter connected to the television?

This is probably old and obsolete by now, but in case anyone is still interested.

The Kenwood TK-810 (25W)/TK-810L(10W) is an old part 90 and possibly 95-certified UHF mobile transceiver. These were intended to use a standalone Kenwood KPT-20 programmer to program frequencies, and were not intended to be programmed by a PC - so there does not exist software to program these radios. The programming port is underneath the top cover along the front side of the board and uses TTL level signals. RS-232 through the microphone port like newer Kenwood radios will not work.

However you can program it by desoldering the 9346 EEPROM chip in it and using a device programmer. The CTCSS board has a separate EEPROM or DIP switches depending on the model you have.

If you don't have a KPT-20 or can't desolder+have a 9346 chip programmer, this UHF radio is probably a paperweight for you.

Source: I own one of these radios and went through the effort figuring out how to program it without the KPT-20.

This is not something that is easy to check, You need to make sure that nothing is coming out of the headphone jack too. If you have no sound from either one then it is an issue with an amplifier inside the unit.
