Problem with the distributor motor. It is a small white plastic part which receives water from the heater, and alternatively distributes water to upper or lower difussors. If the motor locks, or the internal sensor doesn't sense the position well, it will show F9. Motor can be repaired in most cases, and at last, it can be swaped

To fix the dispenser level indicator, you will likely need to replace the entire dispenser assembly. This is a minor problem that you may be able to work around by periodically filling the rinse aid dispenser as needed if it is dispensing properly.
Try filling the dispenser and see if the film on the dishes goes away. This may essentially fix your problem.
If the rinse aid is apparently not dispensing properly, you will then need to replace the dispenser.
Other dishwasher problems can cause film on the dishes. Here are some other causes:
Overuse of detergent.
Using the wrong type of detergent. Dishwasher detergent must be used.
If you use powdered detergent, it has a shelf life. Old detergent that is stored in a damp, dark environment (under the sink) can clump up and dissolve poorly which could result in film on dishes. Use fresh powdered detergent that is stored in a cool, dry place (upper cabinet).
Low water temperature. The water temperature supplied to the dishwasher should be about 120 degrees. To accurately measure this temperature, run the hot sink tap for 1 minute and then fill a glass with the hot water. Measure the temperature of the water in the glass. If it is not 120 degrees, you may need to adjust your hot water heater.
Low water level in the tub. The water level in most Kenmore dishwashers should be within 1/4" to just touching the heating element in the bottom of the tub. Start a cycle and allow the dishwasher to fill. Crack the door as soon as the filling stops. Open the door fully and check the water level in the bottom of the dishwasher. If it is low, you can use your installation guide to access the water line and check the pressure and flow. You may have a restriction in the water line or the inlet water screen on the solenoid water inlet valve.
Indicator lights say there is no water entering
If water is flowing, then you should see water enter the DW. You should also feel the water line becoming warm or hot, depending on if metal (copper), insulated metal (copper), or plastic.
If the water valve is partially restricted due to accumulation solids in the water line, then you will need to remove and clean the valve of solids.
