I am sorry to hear that you are having trouble with your Dyson vacuum. There are a few potential reasons as to why your vacuum brush is not spinning. First, the belt may not be attached completely to the brush and as such may not be spinning. If this is the case simply readjust the belt so that it is aligned both on the brush and the motor.

Second, it may be related to the brushroll. Check to make sure that there is nothing clogged in the bristles or lodged in the bearings preventing it from spinning. You should regularly clean this area out to make sure your vacuum is running optimally.

Detach the hose and stretch it out completely, if the sock is in a hard to reach place use a broom handle to push it out. Be careful to mind the edges of the hose you don't want to cause a tear, which would lead to poor suction.

I took mine off and made sure all the dust went into a bag. Then I used damp paper towels to clean the inside walls of the bin. If there was any gook stuck, I used a lil dish soap. Never immerse the bin, or replace it on the vacuum wet.

Your DC28's selector pad and/or on/off switch will flash to let you know if there's an issue with the vacuum. This could mean that something is jamming the brush bar, or that the vacuum is set to the wrong height for the type of flooring you're cleaning.

It's possible this could occur if an item such as a pen or pencil has been accidentally vacuumed up, and is jamming the changeover valve mechanism. This is easy to check for - after turning off and unplugging the vacuum, lie the machine on its side and open the duct inspection port, then remove any objects or debris:

From what you've described it sounds likely that the key is in the U-bend or one of the airways. This is easy to check - after turning off and unplugging the vacuum, lie it on its side as shown and open the airway inspection port to locate the item:
