The WEP is the encryption key that is configured in the wireless settings of your wireless router.
I recommend you configure your wireless router with WPA encryption as WEP is an old encryption method and it is easy to hack into.

Most cell phone come with a desktop application that will access your messages. Install the desktop application and look for SMS, in some brands like in Nokia you can also send SMS from that application when your phone is connected to the computer via USB or Blutooth

If you want to connect another pc all you need a network cable to the back of the router which allows you to use the internet. If you want to connect to it wirelessly all you need is the WEP key so when your other pc finds the network you can enter in the WEP key.
