Is there a seperate mtr for player arm

Looking at the picture I think it highly unlikely there is another motor. Arms are generally linked to a mechanical cog systems. Of course any of these can loose teeth, fracture, especially if the are abs plastic. That will cause all sorts of problems for the arm movement.

I have Philco 841.169 model

about 3% of the time the 'brains' get scrambled, try unplugging it from the wall for a few minutes, sometimes this will 'fix' it.
if so, a power surge from your power company might have got it confused, if the problem continues try a surge protector power strip.

Standby button fails to go green

if there is a remote control does it work from it?
have you tried removing power from the wall for a few minutes then retry, sometimes the computer inside gets scrambled brains and a hard power reset might wake it up.
