The bottom 25% of the screen is black and I cannot
diblake, Lower "cold-cathode-fluorescent-lamp" fails to light. Possible that the "electronic ballast" inverter circuit has an "open" solder joint on the printed circuit board near the leads of the high frequency ferrite transformer for the lower lamp. Or could be a failed driver transistor that drives the transformer. If not into DIY electronic investigation and soldering, then just trade for new. Else, go here

Monitor fs740 contrast is 0%, can't adjust it.
in your monitor settings you should have a default settings selection button you can Select and it will or should set your monitor to default . If it doesn't work , you have a problem with the monitor itself .
Monitor will come on but then will click off and on
Sounds like a bad connection on the inside of the power cord socket on the back of the monitor. If you feel confident enough to take the back off just remove the power cord, remove the back and then wiggle the pins inside the socket 1 at a time and look in the back of the socket at the same time to see if the wires are loose on the pins, or if the wires from the pins are loose on the circuit board. May just need resoldering. If you can find out what it is it could save you money getting it repaired, unless you can do it yourself.

The memory goes in the tower on the motherboard. Most cases come apart by unscrewing screws on one side of the back. Some have a little lever on the back that, when pushed, releases the side of the case that is opposite the motherboard.
Some cases have a button (large or small) that is recessed into the top and maybe the bottom of the case. When pushed these buttons release the catch inside the case and you can swing it open.
Once open, you will see the memory slots. By pressing the catches on each end of the memory chip, you can release them and lift the chip out. Note the position of the key on the chip socket and the slot in the memory chip when reinstalling memory.

I'm no genius, but your problem sounds like you can go to the menu icon with the two horizontal arrows and adjust it. Like i said, I'm not a genius, so it might not be your problem.
Monitor keeps stating "monitor going
This is probably a video setting issue. In Safe Mode, Windows starts with low resolution and color settings, so the monitor can display them. But when it tries to start normally, Windows is using a video setting the monitor can't handle.
Start the computer and press the F8 key three or four times when the manufacturer's logo screen appears. This should get you to the Windows startup menu screen, and you can pick the option of starting in VGA mode. This will start Windows with video settings any monitor can handle.
Once you have Windows up and running, make sure the video card and monitor types are properly set up. It would also be a good idea to download and install the latest drivers for your video card. You can usually find them at the manufacturer's website.

There is a problem with the IC which is the driver IC. The part number of that IC is 24LC08B. It is manufactured by Microchip. I'm sure the brand of your CRT monitor is HP. I have the same problem too and HP can't fix this problem. Even their service center can't fix it also. This is the problem usually of new HP/Compaq monitors. I think this is a factory defect problem but HP isn't doing anything to repair these defective monitors. HP sucks!

There are usually controls, button or knobs, to "Stretch" "Move" "Pincusion" and others... have you tried this, as this is what it "Sounds" like to me from ya description? If there are NO controls on the front to accomplish this task, at the REAR of the unit there should be controls marked to show the function. it is possible that solder joint at the back of the tube is dry.
resolder it.

go to cmos setup and enable sound device
then go to device manager and remove all auknown software,
restart the computer,
reinstall sound driver.
Monitor
The power supply in this monitor has probably failed, but since HP
doesn't stock spare parts for their monitors you will probably need to
replace the whole monitor. HP only does full unit replacements on their
LCD monitor range.
HP also doesn't provide any electronic schematics so getting it repaired will be difficult.
Monitor resolution
Hi,
It is possible that it is not a monitor problem but rather a video card issue. If in your desktop display properties you have only 1 selection (640 X 480) then you need to install the necessary drivers for your VGA/Video chipset.
Pls post back video/graphics details. If you have a built-in to the motherboard, post the brand/model of your PC. If it is an add-on video card, pls post brand/model. It would be of help if you can also post your operating system.
