Remove the bottom cover and flip the circuit board out of the way.
Check to see that the capstan drive belt is not loose or broken.
Also, open the top cover and check the drive belt for the cassette transport.

Nope it's in the user menu and you have to have video going into the deck to read it on the monitor video out put. Head hours are the time the tape actually is in contact with the drum and the most accutate easy indication of drum ware. 3/4 Umatics don't eat heads as a rule. I think I only replaced 1 out of hundred for thousands and thousands decks. Brokers love head or durm hours tipically it's T2 on the menu.

No, this U-Matic VO-9800p ist a PAL Model, it only Records in SP and High Band Mode. If a SP Tape is inserted, it Records SPMode, otherwise High Band. Low Band Mode is only for Playback !
(Low Band Playback is of very poor Quality, do not use this for Digital DVD Captureing )

There is a converter called the YCP-688 that did exactly this-- converted the Y/C 688 signal coming out of the Umatic deck to a Y/C 358 signal that any modern device with a s-video port (VCR, edit deck, capture card) could accept.
The company went out of business in 2007 , don't know if they are still for sale-- here's a link to it-

most likely problem is a broken threading belt. take the bottom panel off the deck; you should be able to see the belt. you may need to take three more screws out to let the large board hinge out from the bottom in order to view the belt.

this sounds like the belts on the take-up pinch wheel if it's streached then it's going to be fast if you can find all belts that take tape to drum and read heads then check each one if streached replace if all fails when replaced belts then it needs repair. hope this works
