It will be best to replace the power supply regulator board as card basis rather than making "Surgery" to it; which usually will make loss for both money and time. Even though you can make it right, it will cost around an amount equal to the cost of a new board; including the cost of (spare parts + service charge) More to say, most of the spare parts to it will be difficult to get from open electronic spare part market. This is true to most of the flat panel TV power supply boards; irrespective of its brand and screen size.

Assuming you are in set up, press the right side of the direction buttons on the remote, this should then move the highlighted box to the language selection list, then use up and down arrows until you get to correct language. Hope this helps.

Try a factory reset to this set, and then check. There are two methods to reset TVs. The first is simple to do; a Hard Reset. The other is somewhat skilled; is a Factory Reset (System Reset). To make it a hard reset, just unplug the TV from AC mains wall socket, and re-plug it back after 15 minutes or so. If you do this by overnight is better. This procedure will make it a hard reset. Powerboard /backlight inverterboard try only to re-solder the board on the points where you can see where a kind of things like tubular rivets are used in the print for some components.
Philips has much models (not all but can be) that type compounds are also used with line transformers in earlier time and that was also the case of interruption in Horizontal flyback .
The powerboard is not green colored but brown phenol paper print and is a total old fashion technical concept for 20 years lookalike. but in most cases there are no bad components to found.
