Using one of the video listed take the keyboard off and see if the error goes away: https://duckduckgo.com/?q=dell+6400+disassembly&atb=v61-3_a&ia=videos
If it does, then replace the keyboard, if not then you are looking at some more troubleshooting with safemode, eventviewer, etc

You're a programmer you should know this. Turbo C is a 16 bit application. 64 bit operating systems cannot run 16 bit applications. You need to get the 32 bit version of Turbo C or upgrade to a newer compiler.

The center of the connetor for the AC adapter to the system has a very fine wire that is the sensing wire for the battery charger. It ID's the type adapter connected to the system. If the wire is bent or broken, the system cannot ID the adapter and the battery charger will not function.

If the wire is bent or broken, then replace the AC adapter. ALso try a different adapter and see if the issue occurs with it. If the issue happens with more than one adapter or if this adapter functions normmaly on another system, then the motherboard will need to be replaced.

Have you tried downloading the latest version of Internet Explorer?

See if you have the latest version installed by following the below link:

http://windows.microsoft.com/en-AU/internet-explorer/download-ie

If it is the latest version, try uninstalling IE:

1. Click Start > Control Panel > Programs and Features
2. On the left hand window pane, click "View installed updates".
3. Scroll down to the "Microsoft Windows" section. Locate Internet Explorer (8, 9, 10 etc.). Right-click and select "uninstall". Click "Yes" to confirm.

Once this is done, go to the link above and download and install the latest version again. See if that fixes it.
