Does it work properly otherwise? Is this the only place it gets stuck?

Can't find State or Province
The C550 does support USB 2.0 so data transfer of the Maps was most likely faster. The newer USB drivers from Garmin is most likely USB 2.0 compliant. Perhaps they didn't fully test it for USB 1.1 Anyway it's working for now. Usually I go to setting Map, Map info to verify that the upgrade was successful.

I bought gps at pond shop
Return the unit to the pawn shop. This is a PIN put in by the original user just in case it gets stolen. If the original user sold this to the pawn shop they would of removed the PIN or provided it to the pawn broker. If it was stolen there is nothing you can do but throw the unit out if the pawn broker will not help.

Forget pin code
If you can send it in to Garmin to have it unlocked, then there must be a "master" code. Since the USB port is dead until the unit is unlocked, Garmin must have to either enter in some special code or reset the unit in some special way.

Pin code
Not without the unit being unlocked by having the correct PIN entered, or the unit being taken to the Security Location (the location at which the PIN was initially set). If you purchase it and send it to Garmin to be unlocked (which they can do for a fee), they will require proof of purchase or they will not return the unit to you. You might be better off avoiding that particular GPS.

Don't remember my pin
The only ways to unlock a PIN locked Garmin are to enter the correct PIN number, or take the unit to the location at which the PIN was initially entered. Your only other option is to send the unit to Garmin.
