Need a new power supply
any atx power supply will work. Look on the old power supply to get the wattage rating and get one comparable. If it's 250 watt you can get a 250 or 300 watt, if it's 400 watt you can get a 400 or 500 watt so forth and so on, but I wouldn't get on of less wattage than the original. Go to newegg.com they have lots of choices and at good prices. Hope this helps.

In that case, I would suspect that the power supply has failed. Do you know if the computer was on during the surge? If not, then probably only the power supply is bad. If the system was on, then ..... could be damage to other parts.
Power supply is easy to replace. In most cases you only have to remove 4 screws from the back of the computer. Then of course there are anywhere from a few to many connectors from the power supply to the components in the computer. Each connector is unique so.... you will not be able to plug the wrong connectors together.
You can also buy a small power supply tester if you want. It will allow you to run a rudimentary test of the power supply checking all the voltages for the motherboard, drives, etc. Here is an example, http://www.meritline.com/pc-pins-power-supply-tester-771---p-34538.aspx?source=fghdac
$12 dollars including shipping. You may be able to find a better price and brand, do you own checking before you buy.

Hello
Ok, if you are asking if it is possible to ad memory to your existing drive, the anwser is not, you need to put in another HD, or get yourself an external HD.

Hope this can steer you in the right direction.
Kind regards

Sound card deleted
If the sound card is still physically in the machine, go into device manager, right click on any component and select scan for hardware changes.
Windows xp logo will start to load then......
To solve this will require more information from you. The Blue screen is Windows way of telling you that it has a driver issue with a basic component, usually your video card. Did you recently make any hardware changes? If so please let me know what was changed.
When windows first boots, you can repeatedly press the F8 key until you see a menu giving you choices of windows booting. You need to select Safe Mode. Safe mode should allow you to at least boot without a blue screen. The blue screen could also be cause by a virus or other software.
Microsoft has a description of Safe mode here;
http://support.microsoft.com/kb/315222
but here is a quick snippet
To use a Safe Boot option, follow these steps:
- Restart your computer and start pressing the F8 key on your keyboard. On a computer that is configured for booting to multiple operating systems, you can press the F8 key when the Boot Menu appears.
- Select an option when the Windows Advanced Options menu appears, and then press ENTER.
- When the Boot menu appears again, and the words "Safe Mode" appear in blue at the bottom, select the installation that you want to start, and then press ENTER.

Try going into the bios and see if the CD ROM is shown up there and if not try running an auto detect in bios.Another tip is to unplug the PC then disconnect the CD ROM fully then reboot it fully , then unplug it and reconnect the CD ROM, then try again plugging it back in and reboot again.
