Panasonic KX-TGA101S base not charging.
Here are a couple things you can try.
Clean the charging contacts, this can be done two ways. The manufacture's recommend using a pencil eraser. I recomend using a q-tip and some rubbing alchol. Just rub the alchol soaked q-tip on all the metal contacts on the bases and the bottom of the handset.
Gooo luck.
Hope this helps

Panasonic Phones are on mute and will not work
The following is generic for most cordless phones:
Did you check to make sure that the phone is not in the intercom mode? If this phone has a base station speaker phone, make sure it is not on mute. Some of these phones have a fax connection. Make sure your phone line is not accidently pluged in to the fax section. Also if the phone has a fax monitoring feature check the the setup menu that the fax is not enabled. If the phone has an answering machine mode, make sure that this feature is turned off.
In the worse case:
There may be a defect in the X-Mit section of the phone. I would suspect the fault to be in the base.

When I receive a call
Sounds like you have voicemail from your service provider and it might need to be activated before allowing messages to be recorded . If you do have voicemail on your number and it is set to answer after 3 rings and your answer machine is set to answer after 4 rings, then the caller will never get to your answer machine. Voicemail is often automatically added by service providers, especially if you have recently changed service providers or your service provider has upgraded their telephone switch equipment. I suggest you call your service provider's customer service number and ask them if your telephone line has voicemail and if you don't want to use it, have them disable it. If the service provider says you do not have voicemail then report the problem as a trouble on your telephone line.

Why can't I call out
It is possible the handset unit is not talking to the base station.
Try to receive an external call (made from other phone or cell) on the hands free and check if that works. If not then register the handsets to the base station.
It is also possible the phone has not been configured for the correct dialing protocol. Refer user manual at this site.

Ringer
Hold the Low volume key on the base unit for sometime. A beep will sound that means the ringer of the base unit is off.
