You should try it on another PC first to make sure it is not the PC video card problem.
Common problem with LCD monitors is due to bad DC filter caps in the power supply section as you can see here:

There are more than one version of the AL1717 as you can see in my ACER album.

Seems that the UPS has failed and so cut off power to the monitor. So please check your connection once again. The PC and the monitor must be given to the UPS and if the PC stays ON then the monitor must get power. So connect them to direct power to confirm if there is a fault, if so the power supply section would have failed.
now check on the UPS , check the battery on the UPS, is low it can disconnect. If so replace. Other wise the driver MOSFETS could have failed or a possible fault in the mother board.

Power off your computer and remove the smps 24 pin connector to the motherboard and short the green and black pin and see if the SMPS is working if not replace the smps.
Remove memory from the memory slot and switch on the computer if you hear beeps clean the memory or change it with new one that fixes the memory slot
If no beeps by removing the memory then remove the processor fan and clean it with soft cloth and apply thin layer of heat sink compound and switch on the computer
If you still not hear the beeps then change the processor
If still no beeps take the motherboard to a chip level Technion the secondary power supply or the clock, reset etc in the mother board has gone wrong or not producing them

Not power cord problem, more likely it has dying power supply due to bad caps with domed tops, that will be the first place to look.
If you are going to DIY and already try the monitor with another PC, and have proper tools and know safety precaution then please read on:
Most common failures in the LCD monitors are bad capacitors (bulging top/seal or leaking) in the power supply (they should be replaced in a set), blown fuses; poor solder joints, failed inverter circuits (blown fuse, shorted transistors, shorted/open transformers), bad lamps (poor solder connections or worn out lamps). You will need to open it up and inspect the inside, see example of failed ACER monitors to get some ideas what to look for: http://s807.photobucket.com/albums/yy352/budm/
Post back what you see inside so we can guide you further and it will help out other people in the future also.

This is a very common problem with the monitors, the Acer has a power supply problem, often caused by bad capacitors that sometimes bulge at the top indicating they are open. I have found that one bad capacitor on the power supply board will shut it down. The unit will need to be dis-assembled carefully to access the board and the parts replaced.

It is telling you that it is not getting the video signal from the PC, so you need to chek the cable, try it with another PC to find out if it is the PC or the monitor problem.
