I would say the laptop is done. You have given it more than enough time to dry out so you have shorted out something on the motherboard. Remove the hard drive so that you have access to the information stored on it. You can pick up a refurbished laptop from micro center for under 200.00.

Did you replace it with an identical part? Should work fine if you did. I would contact Toshiba tech services for guidance on this matter. Have you tried it with an external monitor?

Did You Check to See If Memory is in correctly ?you might have dislodged them by accident please check this !! Can you get back into bios there must be a reason for the black screen like Memory is the computer beeping ? When you say that the hard drive works I have to ask how you know. There are not many parts in a laptop that would make a clicking noise. One of them is the hard drive. Is there any display activity at all? Lights on the unit that come on?

That error comes up when the computer cannot find the hard drive or any other device to boot from so it looks for a network booting program and when it cannot find that, the error shows up. REPLACE YOUR HARD DISK,
