Windows will not start with a Toshiba external hard drive plugged into USB
Computer starts normally in windows with a windows that is installed on a hard disk on that copmuter. In other words - windows is installed on an internal hard disk of a computer A. If you get it out and put in a computer B it wont work.
To have the things work:
1. First should set in BIOS boot up options first boot device CD/DVD, second OTHER/USB/EXTERNAL, third HDD
2. Should boot up from a CD and install windows on an external hard disk (in your case your 3TB Toshiba external HD)
3. Set in BIOS boot up options first boot device OTHER/USB/EXTERNAL, second internal hard disk e.g. HDD0, HDD1

The "drive not ready" error can have several causes.
Commonly, ownership or access permissions have not been set up properly for the files, the folders, or the entire disk, and this can be reported erroneously as a "not ready" state. VLC would have nothing to do with this, unless it was during its installation that the permissions accidentally got whacked.
You didn't say which file systems are involved, and that can make a difference.
There is always the possibility that the drive and the computer really cannot communicate with each other. If you are lucky, it is just a bad cable, otherwise it is the controller or the drive itself that actually is at fault.

You are talking about accessing a Hard Drive via IP Network Address. Very difficult to troubleshoot via this method as the Network protocol interfears. Try plugging the drive in via USB or FireWire etc.
On A hardwired port it is easier to access the drive & copy it's contents to a backup device before formatting & testing the drive and adjusting the IP address to you preferred settings.
The drive can also (probably) be taken out of it's case box and plugged into another case with a USB port on the back or directly into it's ATA or SATA port on the actual drive. This is the preferred way to back up as it's much faster than Network or USB access for large file transfers. You can buy external empty cases. eg. See OWC. Other World Computing website.

More than likely, this is some sort of fault in the logic of the external enclosure. The solid light indicates that the drive is powered and is awaiting access while the blinking light means that it is busy working. If you are unable to get the drive to do anything (whether reading data from the drive or storing data to the drive), then I would guess that it is time to see whether you still have warranty coverage on the drive and, if so, get it replaced under warranty.
In my experience, I have found that Toshiba drives are very unreliable and therefore would recommend that you replace it with a Seagate if this drive no longer has any warranty coverage. Of all the drive manufacturers, I have found Seagate drives to be the most stable and reliable. Others may recommend Western Digital but I replace failed Western Digital drives on a constant basis in my computer repair business each and every week while Seagates keep on going. I base my recommendation on being in business now for over 25 years.

I cannot drag files in the Toshiba Canvio Basics 2,0 TB
Please test it by cutting a data file and pasting it in this hard drive. If it is success, then probably the type of your data is different and it is not freely moveable, or you it is possible that you tried to move the files to the same folder (it happens when the user opens many Windows Explorer/File Manager).
How do I click & drag

Toshiba washing machine model AW-DK1700WMM has turn on, beeps with error code EL then shut down within 5 seconds, how can I slove this problem?
To fix the EL error code:
