There is no water flowing to to be washed
Hi from retired Englishman in SW France,
If you have checked that the hot and cold water taps are turned on fully and the hoses are not kinked or squashed at the back, it is worth while checking both the hot and cold water inlet filters. Turn the taps off and remove both hoses at the washer end. Inside each inlet port there is normally a little filter which should just slide out. Clean if necessary and replace each one and the hoses. If after turning the taps back on there is no improvement, the problem is symptomatic of a malfunctioning hot or cold water control valve. Sorry but it needs a service call and a check that it isn't the control PCB ;-0(

That flashing LED, usually indicates a controller failure. If you look inside the inspection hatch, there should be a maintenance sheet, this will allow you to troubleshoot if you wish to DIY. As one still must troubleshoot to isolate the exact problem.
However, I think professionally that it would be more expedient and actually less expensive if you got the unit looked at by a Serviceman.

Washin Machine Spinning Problem
The main tub bearing is stuffed, thus the noise. The spindle becomes loose and the belt rides off. Bearings can be replaced.

Not heating cold water
this could be 2 possible symptoms 1 the thermostat which gets the heater element to work. 2 it is the heating element that is faulty if the element has gone then this is about £15 to buy which u get both thermostats which u might has well replace both at the same time now if its the heater element then this will be around £20-25 to replace now my best suggestion is call out an engineer that doesnt charge any call out fee this will tell u exactly which if these it is if its thermostat then do it yourself easy job which will only take u around 30 minutes to do from start to finish if its the heater element then get them to do it which should cost around £65 to do this is because it needs to be sealed properly otherwise it will leak and cause more problems in the long run

have u checked the bearings to do this u open the door place your palm on the front of the face panel and place your fingers on the inside of the drum and grab the inner drum and move your fingers towards your palm if there is movement then the bearings are gone and need replacing if there isnt then it could be the springs that are placed under the top they could be broken if not then replace your damper legs they may look ok but they will be down on pressure m

MAchine Boils the water
if the temp sensor is operating ok but the element doesnt switch off there may be a problem with the power board/timer just follow the wires back to find problem.

Drum Bearing Replacement
With a plastic tub (outer drum as you describe it) removal of the old bearings can deform or bruise out the plastic housing a little - you will need to check that the new bearings will be really good fit. You may need to use a retaining compound if not, to ensure that the outer journals of the bearings don't creeping round in the plastic housing and wear it looser.
I did my Hoover Electron 800 bearings (metal tub). As i recall it was fairly straightforward - needed a gasket for the tub backplate on that.
Unbolted tub backplate from tub and withdrew it through rear of chassis along with drum/drum-shaft/bearings assembly, removed pulley, tapped shaft through bearings with softfaced mallet (or hammer & wood), drifted bearings out gently, working evenly around circumference.
For plastic tub some kind of suitable extractor may reduce chances of deforming bearing housing during bearing removal, compared to drifting them out. If it'd serve to ease the new ones in too then that'd be even better.
Don't forget to check/clean the water level pressure sensor path while you're at it - stave off any problems in that area for a while while you have the machine apart. ;o)
