Brush assembly will not spin at all.
The turbine is bad, that is what drives the brush roll. You either replace it, sometimes you can take the turbine apart and clean it, alot of times they just get gummed up and won't work. Number 23 is the turbine.
Hoover F7458-900 SteamVac The brushes quit
My Hoover F7458-900 was doing the same thing, brushes not turning and since it is about 7 years old and out of warrenty I decided I had nothing to lose so I took it apart after reading all the other posts on this problem. The brushes are actually turned by a turbine motor (no belts involved) that runs off air produced by the vaccum motor of the unit. The air turns a metal spindle that then turns several nylon gears in the turbin the last of which turns the brushes. The nylon gear that engages with the metal spindle was worn down to the point that it was no longer engaging with it and thus not turning. The only fix for this problem is to buy a new turbin motor which is not that expensive about $34 plus shipping since they don't sell just the nylon gear. Hope this helps

Couldn't find one thru Hoover, so it may not be available. On the metal tag where the model is, there is a number for Hoover, you might give them a call.

I have a Hoover SteamVac Deluxe
If yours has separate tanks for the solution and water, it is a pressure regulator switch. It happened on my mine and I replaced it. 3 hoses attach to it and it was located in the handle area on mine. If you mix your own solution in one tank, look at the spray nozzles. They can get plugged.
How do I replace the solution tank valve?
Mine has done the same thing twice. I don't think you can store any unused solution in the container because it eats away at the rubber o-ring causing failure. You need to pull out the rubber housing by hand or gently with a pair of pliers.
My spin scrub does not suck up dirty water
When your Hoover spin scrub is not sucking up water, the most common problem is the clear round cap located on the suction nozzle is not closed. See pic. Also check the rubber cap on the dirty water tank.
