I fixed mine (samsung SGH-E490):menu>setting>sound settings>keypad tone> off

remove ur sim card and place the battery back in w/o any sim card. Then enter this code *2767*3855# press send. then insert the sim card again and check if it will resolve it. NOTE: before you perfrom this i would like to advised u that everything will be deleted on the phone's memory it will restore back to the factory settings

Then go in: H/W Test > Audio Settings > MP3 spk

change 'ear gain' to 14.

Then, enter 'Rx vol.'....

I made this changes and the sound of mine became very loud now...
You can do your own changes, but don't abuse.

try to reset EEPROM but make sure to backup all your contacts from your PHONE to SIM.
reset EEPROM by key in this code:

*2767*3855# : Full EEPROM Reset ( THIS CODE REMOVES SP-LOCK!! )
or
*2767*2878# : Custom EEEPROM Reset
