disconnect all the cables except the power cable and then turn the monitor on you would see a test screen if it still happens your monitor is faulty and better buy a new one as repairing is usually expensive .

I must say thanx to Bogdan, his suggestion really did helped to fix my Dell :D
Only, the hard part was the opening of the case, it has no screws saide the middle behind the holder, but just hidden plastic border pins like on average cheap plastic remote control. After that, and removing few tin shells, second plastic connector ribbon from 10 of them needed a little press by nail and this is it! Thanx again :) I must point out that 2 local dell services said that lcd is unrepairable?!?! But shure, they did not bother to even open the case, or else, I would see the opening marks on plastic.

Your Display cable (inside your monitor) needs to be replaced.
I would look on ebay to try and find the part and then take it to a local tech to replace it for you as I would not recommend anyone take apart a monitor (LCD OR CRT) if you had never done so before.
OR, Buy a new one.

Most likely, this is failing "inverter."
The backlight of the monitor (that makes the image visible) is controller by a special chunk of electronics called an inverter. They tend to fail over time. The symptom is that the backlight either never comes on, flickers, or shuts off after a short period of time.
It is a moderately advanced repair job to change out the inverter, but you can usually get the part on eBay. Search for the exact monitor model number and "inverter".
The 2001FP has six lamps and the inverter is fairly expensive. You might be better off putting that money towards a newer monitor.

This not good! the problem is in the LCD panel display, and there is no way to repair this on a practical scale, this would not be a cost effective repair, far cheaper to replace the monitor.

This is heat, and is a common problem; it affects two of mine. You can verify this by having a can of Dustoff available and catching it when it first starts. Blow in at the top of the monitor through the holes in the back in the same region as the band. The color aberration should go away.
My solution was to make a shroud from black foamcore and use a spare power supply fan to blow air into the case at the top. This has worked for my two monitors for about 18 months. You can also just buy a 12v computer cooling fan for this purpose.Should be somewhere around 75mm in size and quiet, 'cuz you'll be putting up with it if it's not.You can either get a general 12v power supply, or an adapter that fits the 12v power out at the back next to the USB input connector.

When you change to VGA, you have to change cables to a D-SUB cable. If you want to use S-VIdeo, you have to use an S-Video cable. You could actually have four different devices using the four different cables connected to the monitor one time, and change which one you are looking at by suing the button on the front panel to select the appropriate input.
