Distorted speaker sound

It might be that you have a bad solder joint somewhere. Try shaking the speaker when playing, but be careful not to short the speaker wire connections. If it returns to normal at any point this is a dry joint somewhere.

I cant install them?

The CA-2016 desktop 2-piece system it is a USB powered amplifier that draws the power through a USB cable. No batteries or AC power source/wires are required which leaves the desk top clean. The speaker system is magnetically shielded and has a LED power indicator. This being said setup the speakers plug in the USB cable, notice if the LED power indictor light is on. Adjust volume control on speakers and on your computer ( make sure your not muted ). PC's have a lot of different media players that can and will effect the volume control so if one or more of those items are adjusted to low volume or muted, there will be little to no output to your speakers.

Computer Speakers

Try and plug your speakers into a friend's computer and check if they work. If they don't, then the speakers are fried, probably because of a voltage surge when the power went out. If they do work on your friend's computer then you most likely have a bad port on your computer because of the power surge.

Cyber Acoustics CA-3618 subwoofer cuts in and out.

Crackling noise and cut outs generally mean that the speaker is torn, or the cone is separated from the driver. This means the speaker is broken irreparably. It sells for $40 now, which means it is not worth fixing. These low cost speakers are built to not be taken apart.
