Resolution setting of computer is not compatible with spec on monitor. Adjust computer res setting to agree with monitor and you will be good to go. If settings are ok then the issue lies within the innards of your monitor.

Its simple bro , Your CPU is not reading RAM,so just Remove and Re Insert the Ram to in DIMM Slot and then Switch on Computer it will work fine.

This means your computer windows resolution is not display in the correct resolution which your samsung LCD will take.

What you need to do it boot the computer in safe mode. (pressing F8 at start up and select safe mode) This should bring the windows to start up in the generic 800x600 resolution.

Once you are able to see the display in safe mode, go onto the display properties and change the resolution.
* right click on desktop -> properties -> settings

if you can hooked up with other monitor just to ensure if the problem is only with in the monitor. after you replaced with other monitor then the display is clear or good picture, that was mean the only problem is the monitor. if the upper portion is black screen or the picture not so clear the cause is busted screen back light. to see the back light you will need to remove the back cover of the monitor. then the back light is a thin cold cathode flourescent tube, it was covered with a metal shield cover protection attached at the upper portion of the screen panel display.

You should try this with another PC and check the video cable first.
If it still does not work then please read my guide before DIY repair.
If you are going to DIY and already try the monitor with another PC, and have proper tools and know safety precaution then please read on:
Most common failures in the LCD monitors are bad capacitors (bulging top/seal or leaking) in the power supply (they should be replaced in a set), blown fuses; poor solder joints, failed inverter circuits (blown fuse, shorted transistors, shorted/open transformers), bad lamps (poor solder connections or worn out lamps). Do one think just plug out Monitor to CPU cable , just on monitor only if so can you able to see one small icon go top to bottom its like keyboard, if you can see that, you don't have any problem on your monitor.

step 1 - just remove ram slot and insert again try to ON your system now

step 2 - take your cpu and connect to other monitor and check where it getting on or not , if monitor get ON and work good mean you don't have problem with your CPU , problem was in monitor to cpu cable ,so change your monitor cable its just cost of 4 to 5 $.

step 3 - take your monitor connect to another CPU , check weather you getting same problem if it work good mean, your CPU motherboard have problem just call your hardware engr to solve it,

The white and red wires are for sound only, you will need to connect a video source, usually a yellow wire.

The 913V has a native resolution of 1280x1024. If you use a higher resolution than that, you'll get slightly blurry text. If you use a lower resolution, then images will be slightly choppy around the edges.

To get rid of the message, set your resolution to 1280x1024.

In Windows XP, you do this by right-clicking on the background (desktop) and selecting "Properties" to bring up the display properties.
Select the tab marked "Settings" and look for a "Screen Resolution" slider. Move that slider to the right until it displays "1280x1024" and hit "OK"
