If you download the bios version you want to a usb stick, copy it to the 4520 and install it from there it should overwrite the new version

It's bundled software and in my experience it's garbage.

BINGO SFF, small form factor model. and old ,
not just a tad old , OLD !

d530, is 16 years old. it will have many problems but sure dead. is bad deal.
do the 2 fans work PSU and CPU>?(spin and blow)?
first off the RTC coin cell is no good, at 16 years old, 3 times over in fact. 5-7 year is spec on CELL (hint below 2.9vdc is the cliff of ddeathh 3.3vdc is par)
next is filth, full lint blocking air flow in PSU and CPU for sure.
last is bad HDD.
I'd test the coin cell, below 2.9vdc is bad.
then reSEAT the RAM. sure gee even blow out the dust in the socket after 16 years of zero cleaning?
or run the 2 RAM sticks 1 at a time at bank 0 slot.

is this your PC this is MT. mini tower, of the 3 form factors made


why not talk about the coin cell first a $1 part

HP 15 is not a full model number, stated so....
my guess not HP 15 ENVY. but to progress here, I will guess.
over 200 models with that short name exists.
huge models. I guess one is your?
you left out all those facts in the model.
but all modern HP , you CAN do this,

power on, and hammer f11, this runs the magic RECOVERY
that restores the OS to day 1, new, all data you created gone.
as the book says, and is true.
but if the HDD is bad (or molested or upgraded from other OS)
it ill fail.

here. but there are 85 models of F15 in this one class of PC.

the PC is not dead, has F1 screen in bios
called information screen.
power on, and hammer esc, key and see small menu (bios)
and click F1, behold the INFO page
the 1st 3 lines there, tell you model and p/n of the PC. all are very important but not serial numbers here, only hp can use serials

Unless you have one of the very latest laptops, your model laptop most likely has a DVD ROM combo drive - which allows you to play DVDs and CDs also burn CDs/
You need to give me the make and model number of your laptop for me to verify if your laptop is capable of burn DVDs.

Most blue screens are hdwr/driver relate, but would need more info on your setup to offer detailed advice.
For starters though, disconnect all external devices except the monitor (yes, mouse and keyboard too), and restart.
Still have blue screen? = no, add devices one at at time to identify problem child, = yes, then hold power button till shutdown, reconnect mouse and keyboard only (no networking needed for this). Follow on-screen prompts or user manual to enter system BIOS settings and reset to factory defaults and reboot.
Still have blue screen? = no, you're fixed, = yes, does system have embedded diagnostics? If so, run surface scan on hard drive, automatically repair any bad sectors, if it finds any then boot and see if you are fixed. If it doesn't find any problems with the drive then you either have bad/corrupt drivers installed, or a piece of failing hardware beyond this type of troubleshooting. Also run diags on memory if provided.
If you don't have embedded diags then you are going to need to boot from an alternate source (CD or USB) and run diags from there.
