Ours did the same thing. There is a switch that malfunctions - if you open up the back you'll see a connector with 4 metal springloaded pins on the removable back section, that matches up to a little plate with four metal bits in the back of the printer.

The bit of circuit board with the pins on gets loose in its moorings I unscrewed the removable back section and used some bits of business card type cardboard between the circuit board bit and the plastic casing to wedge it more securely in place. Now it works - good luck with yours!

Since this is a Deskjet 9650 which mean it is already an obsolete printer. HP might not be manufacturing the parts anymore. Or if they did, it's so much better if you call HP and just Upgrade your printer. HP Printer Tech Support would be more than happy in giving you discounts, you can actually get a brand new printer half the price that you will see on the website plus you can also get an extra year of warranty just by adding $1.00 to the total price of the printer.

Try to use a different power adapter with same voltage just to make sure that there is no problem with the power adapter. You can test the power adapter also by using a volt meter. See if it is givng you the correct voltage output.

The mechanism that "pulls" the heads from side-to-side could have broken.

If that's the case, it's cheaper to REPLACE the printer than it would be to take the printer to a qualified technician to try to REPAIR it.

There is a problem with the back cover of the printer. Try opening the back cover and re-closing it securely. Otherwise, you may have to get a little more MacGyver - see this solution.

In this case USB cable connection is required, your printer should have a connector for a usb cable on its back.

you may try the above with the old cable, but you may have to obtain a usb cable, it will not cost more than a few dollars, or euros, depending on your currency.

you will most likely require a USB A - B cable.

Changing your ink cartridge would be the easiest fix.

Hello there this may work for you, it has worked for many here I given this advice so gave it a try it could work for you. Generally when this happens, something has fallen into the printer, or a piece of paper has been jammed in there.

First step, remove the ink cartridge, and turn the printer upside down and gently shake it, see if anything comes out.

If nothing goes, or you can't hear anything rattling around, get a piece of cardstock paper (60lb or heavier) and gently push this through the printer, to see if it will help push out what might be stuck in there.
And gave the rode that the ink slides on a good clean and maybe a bit oil on cloth and wipe the rod with it.

Try reseting it meaning kill the power for an hour or so then re start it plugged in. If nto it is the geas, that are almost impossible to fix.

check the tonner of the printer, its finished
