Error E02 indicates that the water temperature exceeded high limit. If it is like the one below the most likely reason is that the top element has failed and the bottom element is buried in limescale. If it is older than 10 years, it needs draining and servicing with new sacrificial anode. If it is older than 15 years it needs replacing. I replaced mine at 21 years as it just started to leak. The top element had failed 10 years earlier and there was 12" of scale on the bottom.

First of all, the water heater is always full of water.
When you turn on hot water tap, hot leaves top of tank, and new cold water immediately enters bottom of tank through the dip tube. The tank never has air pockets as these would damage tank as explosive steam would fill that pocket ... remember they used to run locomotives with steam power.
So the tank is always full of water, and you know that since no air comes out of the hot water faucet.

You did not say if this is new heater, or if heater was working correctly and stopped functioning.

You need to have serial number and model number from label on side of tank so product can be fully identified by Whirlpool.

If control board is bad, they will know and will sell you new board.

Check the flame sensor is clean check pilot is clean and its not blocked

My first suspect is the thermocouple has failed (they should be changed periodically, every 5-7 years as they do fail). Without the signal from the thermocouple, the gas valve can not open and start the ignition process.

it is a WATER HEATER. you do not need to heat HOT water. Gas or electric? Electric = turn power on Gas = instructions are on gas valve or in your manual. does not light = verify a spark at burner when you push button (can be hard to see, turn off lights), verify gas valves are on and another appliance has gas, call for service.

Water heaters only have a top and bottom thermostats which seldom go bad. Heating elements wear out most often. If you are running out of hot water too quickly kill the power drain the tank and remove bottom heating element using a special large socket. Visual inspection should tell you if it is melted. If it is ok check the top heating element. If the heater was on and the tank not full the top element will go first. Elements never operate at the same time
