Long shot, but have you checked to hood reed switch. Nothing will happen if it thinks the hood is open?

A constant electric supply normally means the relay that switches the component is faulty. This would normally be the timer or relay board, depending on how it is switched

Sounds right. The level may be an issue with fill solenoid rather than tank floats. Also, is the drain overflow blocked?

Steam traps have water in them? Might be wet steam, as daft as that sounds

Wash tank air trap blocked?

Not sure which country you are in, but in the UK the single phase machines can be upgraded to 3 phase as all the other 2 phases do is extra heating. It is possible here, but I don't know what your electrics are like :)

Hi SubaruB4 it may be the electric valve where the water comes in if it doesn't open when switched on water wont enter

Error 09 is boiler not filled.If the element had blown, its like this was due to the fill solenoid failing.

UL means there is too much water in the wash tank. It will continue to run the drain pump u ntill the water level is correct. If it is not pumping out then there could be a problem with the pump, blockage or relay fault on pcb

Boiler hasn't filled.

You'd need to check continuity of the elements in the boiler. Does the machine cycle at all?

I assume you are referring to a commercial rack dishwasher rather than domestic? Transport blocked means either the conveyor has jammed and twisted the cut out switch on the motor or the table end switch is activated or faulty.
