IP filtering is a method used to block computers on an internal network from accessing the Internet. This is often used on critical machines on the network, such as servers. Probably because your home network (by which I mean your modem/router) is not wireless (WiFi). That's also why you have to "wire" your laptop to your network with an Ethernet cable, instead of using it wirelessly.

You can find the details of the operator and the state they belong to .the operators wont reveal the address and name of any mobile numbers only higher officials can only get those information.

I am sure it is now toast and you cannot downgrade if the wrong firmware has been installed. I would ask D-Link.
