try to open PAINT in programs files >> Accessories>> PaintIn Paint >> Go to File menu >> From Scanner or Camera.

Open your webcam software. I don't know what software or the hardware, you use to operate your webcam. You can open Task Manager and look for the webcam there. I can't find a user manual. If you have one look for keyboard and Fn functions.

I'm not sure what everyone else was suggesting exactly, but it sounds like it can't find a device to boot from... computers boot from devices such as hard drives and load information from the boot device into memory, and to your screen... if it can't find a device it just sits there on a black screen probably with a blinking cursor. I know this may be over your head but google the make/model and determine where the hard drive is on the laptop. When you turn it on. put your hand underneath where it is and see if you feel a vibration from it spinning up. if you do not then I say the drive may be suspect, if you do then I suggest the BIOS cannot find or interface with the drive. Resetting the CMOS may be somehting to try, on older laptops there was a button you could press with a pen tip to reset it... which in effect resets the BIOS (if I recall correctly). you may need a service manual for the laptop to determine where/if this model has the ability to reset the CMOS without taking it apart.

are you getting any lights on?saying its on. sounds like it over heated,can you hear if the fan is trying to run? if so try cleaning it all out.

try asking windows to look for the driver,or roll the windows back to when it last worked.

try going into your control panel and click on the pointer icon and see if you can set from there
